It is not exclusive to humanity, though, FWIW. Even plants and
mircro-organisms do it.

In the long-run, those idiots are excluded - people choose not to
interact with them any more. This is the sanction to which I referred.
Simple game theory - avoid cheats - the ones who don't reciprocate,
and you will prosper.
