- Command Inferiors 18

- Convince Others 16

But after all, Azhur is a real human being in front of a construct from this phantasmal plane. The Abiding Book is probably saying that human beings are superior to unholy magical manifestations... and by the way Azhur has been elected king by legal authorities while the General and its heroic emanation are still contested.... then I bet Azhur has a superior status.
