[I'm not sure whether Icthya has any appropriate 
abilities here; Aldrya Tradition Knowledgeseems most 
appropriate at 17, and probably can be augmented with 
Fishy! Fishy! magic (+2), and Heal Water (+2). along 
with a circumstantial modifier of +5. So a total of 
6W. This competes however with going against the 
River's entire nature, even if it is for a good cause 
which is probably the equivalent of a community's 
Total Support (the river is, I suppose, a community) - 
so that's 20W. Die rolls are 8 (fail, bump to success) 
for Icthya and 12 (success, bump Icthya to a fail) for 
the river. The River is currently rejecting Icthya's 
request to be dammed. It's just not the sort of thing 
she'd like; and besides you'd have to damn her from 
the West, i.e., more in the open region. It'll be very 
hard and doesn't seem practical. However, if you spend 
a Hero Point that will convert the result to a 
success] 

Other relevant abilities could be Talor's fellowship 17, Fishfriend
15, Patient 17.
If one of those worked, it'd change the target number to 8, giving
her a marginal victory, bumpable with a HP to a minor victory. 

Either way, I'll bump with that Borist HP. (Unless you take that
extra augment and decide there'd be no difference between a marginal
and a minor victory.)

I'm not actually as free of work this week as I had hoped - we
conducted fourteen interviews yesterday and now I'm reading a thesis
- sheesh!
